Kosta, I have heard about this trick - so the only solution seems to be to offer the guys a very hot coffee so that they can't leave as quickly...

Another trick they try and pull is to deliver the heating oil and leave before the fuel has settled in the tank. Upon first delivery the air bubbles in the tank will give the impression that all the fuel you have ordered has been supplied. When you check a few minutes later you will see less than you have paid for. All the hassle involved with heating oil together with price fixing led our whole apartment block to agree to gas heating.

You are right though, there is never a dull moment in this country!

Kat, thanks for sharing your experience here. I agree that it's best to deal with people one knows, and to be fair, I also have lots of positive experiences. This keeps this place so interesting, as there is little room for boredom.

Your post struck a note with me, as I have dozens of stories like this. It's even worse if you're a woman because they figure you're passive and won't make a fuss. I've had to become much more rude than I'm comfortable with because staying quiet and polite really hasn't served me over the years. As a result, I try to only deal with people I deem reputable through experience and referrals, and I make a point to have things written down because the spoken word nearly always results in "my misunderstanding" as the foreigner.
